Cooperation with Haiti
The program aims, on the one hand, to strengthen the institutional capacities of Haitian public administrations, especially local governments and higher education institutions. On the other hand, it focuses on the problem of the centralization of Haitian public administrations, through the empowerment of local administrations and support for the creation of universities outside the country's capital. In this sense, the Program will help to create, through the strengthening of public institutions, management capacities and the creation of human capital throughout the country.
In order to achieve this, the Program, which has a total duration of five years, combines four axes of work, strongly interrelated with each other. The aim is to respond to Haiti's most urgent development needs and, at the same time, lay the foundations for the country's medium- and long-term development.
Firstly, work will be done to strengthen the country's local administrations, through the training and qualification of local elected officials and technicians in the south-eastern region and the region of Las Palmas.
Secondly, action will be taken to strengthen Haitian higher education institutions, which are key players in the country’s overall development and especially for its development at the local and regional level. The institutional capacities of Haitian universities and public institutions responsible for higher education policy in the field of university management will be improved, while contributing to the decentralization of higher education with the support of the creation of the new Southeast Campus. It will also increase its capacity to contribute more effectively and efficiently to the formation of Haitian public administrations, especially local governments.
Third, the training of trainers will be promoted. This axis of work will contribute to improve the training of teachers and pedagogues in Haiti, as well as to train the trainers who will be in charge of the training of the technicians of the local administrations.
Fourthly, and as a cross-cutting theme throughout the Program, the implementation of the online training methodology in Haiti will be encouraged.
The program, which lasts five years, will have the support of the “la Caixa” Foundation and the AECID, as well as being developed in collaboration with Barcelona City Council.
